Whichever superhero ruleset you happen to run, you have to be continuously coming up with costumed characters to populate your adventures... villains for your player-characters to battle, and other heroes to be allies or rivals. Even if you draw on particular comics, even if your chosen game provides a fair few ready-generated ones, it's always nice to have more.
Here, you get some impressively well-developed ones, fresh from the pages of Evil Inc comics... but detailed in terms that make it straightforward to add appropriate mechanics from your chosen ruleset and complete with not only background notes but a few frames of comic strip to set that character in context, give you a feel for how he operates.
As an added bonus, you also get a villainous organisation, Evil Inc itself... a corporation set up by a supervillain who realised that it was easier to get away with his evil schemes if they were cloaked with an air of corporate respectability! Nowadays they provide anything that a supervillain might want from a secret mountaintop lair to sharks with lasers strapped to their heads, even easy finance to set up the next bid for world domination and their own charge card.
A delightful air of whimsey runs through the whole work, with a few aging characters who perhaps haven't yet realised that spandex is a privilege not a right as well as those in the prime of life poised to burst into action all over your next scenario.
